1. A method, comprising:

  • storing, in an account of a subscriber, a globally unique identifier for each of a plurality of Internet Protocol-enabled devices associated with the subscriber;

    for each of the plurality of Internet Protocol-enabled devices, appending the globally unique identifier to a network address of the subscriber in the account, wherein each of the plurality of Internet Protocol-enabled devices is uniquely addressable via the appended globally unique identifier and network address;

    provisioning a subscriber-selected communications service for the account;

    assigning, to the account, subscriber-selected permissions for defining access to features of the communications service for individuals specified in the account with respect to a corresponding Internet Protocol-enabled device, the permissions being assigned based on a combined user identifier and corresponding globally unique identifier, the permissions including time-based restrictions to inbound and outbound communications;

    providing the communications service to the individuals associated with the account subject to the permissions; and

    storing, in a storage device associated with the account, content corresponding to the subscriber-selected communications service, the content including messages, local video-on-demand content, and channel-based content, wherein the permissions are configured to be assigned by the subscriber on a per-user basis for the individuals specified in the account such that a first individual can have the permissions different than a second individual of the individuals;

    communicating an emergency announcement associated with a geographic code to the plurality of Internet Protocol-enabled devices, in response to determining that the plurality of Internet Protocol-enabled devices are associated with the geographic code.
