1. A method comprising:

  • determining, by a central management entity, a semi-static allocation of air interface resource blocks into a first portion of air interface resource blocks designated for uncoordinated use and a second portion of air interface resource blocks designated for coordinated use;

    communicating information associated with the semi-static allocation of the air interface resource blocks to each of the plurality of small cell base stations;

    setting transmission power for at least one of;

    each of the plurality of small cell base stations and one or more mobile devices connected to each of the plurality of small cell base stations for the first portion of air interface resource blocks with no coordination among the plurality of small cell base stations; and

    exchanging messages between at least two of the plurality of small cell base stations to set transmission power for at least one of;

    each of the at least two of the plurality of small cell base stations and one or more other mobile devices connected to each of the at least two of the plurality of small cell base stations for the second portion of air interface resource blocks.
