1. A system, comprising:

  • a non-transitory memory; and

    one or more hardware processors coupled to the non-transitory memory and configured to read instructions from the non-transitory memory to cause the system to perform operations comprising;

    receiving a communication trigger over a network having at least one vehicle as a communication proxy;

    in response to receiving the communication trigger, transmitting a modulated optical signal, from a vehicle illumination source of one of the at least one vehicle or an external actor, to the other of the at least one vehicle or the external actor, respectively, wherein the modulated optical signal includes a sub-peak intensity modulation of light emitted from the vehicle illumination source;

    detecting, by a sensor at the other of the at least one vehicle or the external actor, the modulated optical signal; and

    demodulating the modulated optical signal detected by the sensor.
