1. A method for managing communications by a wireless communication device, the method comprising:
- determining a network congestion parameter associated with a first subscription enabled by a first Subscriber Identity Module (SIM), wherein the network congestion parameter includes a number of deactivated Automatic Repeat Request Identification(s) (ID(s)) deactivated by a first network associated with the first subscription; and
skipping at least one page decode associated with a second subscription enabled by a second SIM based at least in part on the network congestion parameter.
