1. A method for wireless communication, comprising:

  • setting, by a first wireless access network node, a data rate for communication of data between a second wireless access network node and a user equipment (UE), wherein the UE is concurrently wirelessly connected to the first wireless access network node and the second wireless access network node;

    sending, by the first wireless access network node to the second wireless access network node, an offload message containing information including the data rate for use by the second wireless access network node in controlling data communication between the second wireless access network node and the UE, wherein the data rate is derived from an aggregate data rate, wherein a first portion of the aggregate data rate includes the data rate for the communication of a first traffic data between the second wireless access network node and the UE offloaded from the first wireless access network node to the second wireless access network node using the offload message, and wherein a second, different portion of the aggregate data rate is used to control communication of a second traffic data between the first wireless access network node and the UE that is concurrently connected to the first and second wireless access network nodes and communicating the first and second traffic data with the respective first and second wireless access network nodes; and

    computing the first portion of the aggregate data rate based on a proportion of a traffic statistic representing a traffic characteristic of traffic carried by the second wireless access network node relative to a traffic statistic representing a traffic characteristic of traffic carried by the first wireless access network node.
