1. A system comprising:
- a first base station associated with a first coverage area, wherein the first base station is configured to;
transmit a first message comprising;
a first subframe allocation repetition period;
a first subframe allocation offset; and
a first subframe allocation bitmap that indicates configuration of a first plurality of Almost Blank Subframes; and
transmit, based on the configuration of the first plurality of Almost Blank Subframes, a first Almost Blank Subframe, wherein a first transmission power associated with the first Almost Blank Subframe is lower than a second transmission power associated with a non-Almost Blank Subframe; and
at least one other base station associated with at least one second coverage area that overlaps with the first coverage area, wherein the at least one other base station is configured to;
transmit a second message comprising;
the first subframe allocation repetition period;
the first subframe allocation offset; and
a second subframe allocation bitmap that indicates configuration of a second plurality of Almost Blank Subframes, wherein the second plurality of Almost Blank Subframes is configured such that the second plurality of Almost Blank Subframes does not substantially overlap in time with the first plurality of Almost Blank Subframes.

A first base station may transmit a first message comprising a first subframe allocation repetition period, a first subframe allocation offset, and a first subframe allocation bitmap. The first subframe allocation bitmap may indicate configuration of a first plurality of Almost Blank Subframes. Another base station may transmit a second message comprising the first subframe allocation repetition period, the first subframe allocation offset, and a second subframe allocation bitmap. The second subframe allocation bitmap may indicate configuration of a second plurality of Almost Blank Subframes. The second plurality of Almost Blank Subframes may not substantially overlap in time with the first plurality of Almost Blank Subframes.
