(i) optical fibers each comprising a core surrounded by a cladding; and
(ii) buffer tubes surrounding subsets of the optical fibers; and
(iii) a binder film surrounding the buffer tubes;
(B) armor surrounding the cable core, wherein the binder film is bonded to an interior of the armor; and
(C) water-absorbing powder particles provided on an interior surface of the binder film.
