1. A noise filling method for decoding an audio signal comprising:

  • receiving a bitstream of an encoded signal;

    decoding spectral coefficients of a plurality of subbands, from the bitstream;

    determining, by at least one processor, whether bit allocation of a subband satisfies a predetermined condition;

    when the bit allocation of the subband satisfies the predetermined condition, obtaining a noise gain for the subband based on an energy difference between an energy of the subband and an energy of decoded spectral coefficients in the subband;

    generating a noise component using the noise gain and random noise;

    applying the generated noise component to the subband to generate a noise filled decoded coefficient; and

    generating the audio signal based on the noise filled decoded coefficientwherein the encoded signal has one or a combination of audio characteristics and speech characteristics.
