A method of treating a mammal, comprising administering a therapeutically effective amount of a poly-oxygenated aluminum hydroxide composition to the mammal in need thereof to reduce a proliferation of hypoxic carcinoma cells, wherein the poly-oxygenated aluminum hydroxide composition comprises a clathrate containing fee oxygen gas (O2) molecules;

  • and wherein the therapeutically effective amount of the poly-oxygenated aluminum hydroxide composition ranges from 10 mg/L to 1000 mg/L.
