1. A computer-assisted method, comprising:
- receiving, at a computer processor, data encoding a government-issued digital identification document that is being displayed on a mobile computing device such that a person holding the mobile computing device to present the government-issued digital identification document is identified by a digital biometric thereon and at a point of service, the government-issued digital identification document including both a digital watermark encoding personally identifiable information of the person and information indicating an issuing entity of the digital identification document;
retrieving the digital watermark from the received data encoding the government-issued digital identification document;
extracting the personally identifiable information and information indicating the issuing entity from the retrieved digital watermark;
authenticating the government-issued digital identification document by having the personally identifiable information from the retrieved digital watermark validated based on records from the issuing entity as indicated by the digital watermark, the authenticating comprising;
providing, based on the information indicating the issuing entity from the retrieved digital watermark, the personally identifiable information from the retrieved digital watermark to a server of the issuing entity,wherein the server is configured to determine whether the personally identifiable information received matches information in a record of the person previously stored by the server; and
receiving, from the server, an indication that the government-issued digital identification document is valid in response to a determination by the server that the personally identifiable information received matches information in the record of the person previously stored by the server; and
in response to determining the government-issued digital identification document is valid, indicating that the person be given access at the point of service.

Some implementations may include a computer-assisted method for authenticating a person at a point of service, the method including: receiving a digital identification document including a digital biometric of the person and a digital watermark, the digital watermark encoding personally identifiable information of the person; retrieving the digital watermark from the received digital identification document; extracting the personally identifiable information from the retrieved digital watermark; and authenticating the person identified by the digital biometric based on the retrieved digital watermark.
