a primary battery including an anode current collector, a cathode current collector, an anode, a dry polymer electrolyte comprising an ionic species, and a transition metal oxide cathode, wherein the dry polymer electrolyte is laminated to a transition metal oxide deposit and to the anode; and
a first biocompatible encapsulating layer, wherein the first biocompatible encapsulating layer encapsulates at least the dry polymer electrolyte, the metal oxide deposit, and the cathode current collector.
