1. A method of transmitting an emergency alert message by a broadcast transmitter, the method comprising:
- first encoding, by an encoder circuit, service data and signaling data;
second encoding, by the encoder circuit, the service data and the signaling data;
encoding, by a signaling encoder circuit, transmission parameter data, wherein the transmission parameter data includes encoding information of the service data;
modulating, by a modulator, the service data, the signaling data, and the transmission parameter data; and
transmitting, by a Radio Frequency (RF) transmitter, a broadcast signal including the service data, the signaling data, and the transmission parameter data,wherein the signaling data includes a first signaling table and a second signaling table,wherein the first signaling table includes first service identification information to identify a service including the service data and type information to identify whether a type of the service is an emergency alert service,wherein the second signaling table includes the emergency alert message,wherein the emergency alert message includes text data for an emergency notification and priority information to specify a priority of the emergency alert message,wherein the first signaling table and the second signaling table are delivered in Internet Protocol (IP) packets,wherein access information for accessing the first signaling table is identical to access information for accessing the second signaling table, andwherein the first signaling table and the second signaling table are identified by a value of a table identifier, respectively.

Abstract
A method is provided for transmitting an emergency alert message by a broadcast transmitter. The broadcast transmitter first encodes service data and signaling data for a service, second encodes the first encoded service data and the first encoded signaling data, and Forward Error Correction (FEC) encodes transmission parameter data. The transmission parameter data includes encoding information of the service data. The broadcast transmitter modulates the second encoded service data, the second encoded signaling data, and the FEC encoded transmission parameter data, and transmits a broadcast signal including the modulated service data, the modulated signaling data, and the modulated transmission parameter data. The signaling data includes a first signaling table and a second signaling table.
