1. A system for analyzing and presenting a summary of the effectiveness of road maintenance efforts within a district, the system comprising:

  • a) a plurality of road weather information systems, each configured to gather weather condition data which define weather conditions for a respective weather area located within the district;

    b) a traffic information system configured to obtain traffic speed information data for the district, wherein said traffic speed information data comprises actual automobile road speed for a plurality of points in time and predicted automobile road speed for the same plurality of points in time;

    c) a computer system in electronic communication with the traffic information system and the plurality of road weather information systems, by way of a network, wherein said computer system comprises one or more display devices, one or more processors, and a non-transitory, computer-readable medium storing computer-executable instructions that when executed by the one or more processors, causes the one or more processors to;

    1) receive a date and time range;

    2) receive said weather condition data corresponding to said date and time range;

    3) receive said traffic speed information data for said date and time range;

    4) store said received weather condition data and said received traffic speed information data, into a database that is sortable chronologically;

    5) analyze said stored data to detect a beginning of one or more weather events, wherein the beginning of the respective weather event is determined by the presence of a first set of weather conditions and a first set of traffic conditions indicating that weather conditions likely to require road maintenance efforts are present, wherein said first set of weather conditions comprise temperatures below a predetermined temperature threshold and precipitation selected from the group consisting of;

    snow or freezing rain, and wherein said first set of traffic conditions comprise actual automobile road speeds that drop more than a predetermined amount at a point in time, below the predicted automobile road speed for the same point in time;

    6) analyze said stored data occurring chronologically after the beginning of the respective weather event to detect an end of the respective weather event, wherein the end of the respective weather event is determined by the presence of a second set of weather conditions indicating that said weather conditions likely to require road maintenance efforts have ended, wherein said second set of weather conditions comprise data indicating the absence of snow and freezing rain;

    7) analyze said stored data occurring within a predetermined time following the beginning of the respective weather event to monitor determine if the difference between the actual automobile speeds and said predicted automobile speeds for the same point in time are less than the predetermined amount in order to determine whether such maintenance efforts were successful within the predetermined time;

    8) calculate a performance score for each detected weather event;

    9) identify calculated performance scores which are below a predetermined score threshold;

    10) identify roadways geographically located at least partially within said district; and

    11) identify, from said identified roadways, those roadways which contributed to said calculated scores being below the predetermined score threshold;

    wherein said computer system further comprises computer-executable instructions that when executed by the one or more processors, causes the one or more processors to generate a summary report for display on said one or more display devices, comprised of;

    1) a list of detected weather events,2) calculated performance scores for each detected weather event,3) an outline map depicting the geographic area represented by the district, and4) images caused to appear within said outline map which represent said further identified roadways.
