1. A radio terminal, comprising:

  • a transmitter configured to perform inter-frequency sidelink discovery transmission of transmitting a sidelink discovery signal at a frequency different from a frequency of a serving cell;

    a receiver configured to receive a system information block including information indicating whether the inter-frequency sidelink discovery transmission is allowed for each frequency; and

    a controller configured to determine, based on the system information block, a frequency for which the inter-frequency sidelink discovery transmission is allowed, whereinbased on result of the determination, the transmitter is further configured to transmit, to the serving cell, a message including information that requests allocation of radio resources used by the radio terminal to perform the inter-frequency sidelink discovery transmission.
