1. A communication system, comprising a first access network device and a second access network device, wherein both the first access network device and the second access network device are in a same paging area;
- wherein the first access network device is configured to;
receive, from a core network device, signaling destined for a terminal in a radio resource control (RRC) inactive mode; and
send a first paging message to the second access network device for paging the terminal;
wherein the second access network device is configured to;
send a second paging message to the terminal after receiving the first paging message;
receive a paging response from the terminal; and
send first indication information to the first access network device, wherein the first indication information indicates that the terminal has connected to the second access network device;
wherein the first access network device is further configured to;
send second indication information to the core network device, to indicate that the terminal has connected to a different access network device than the first access network device;
wherein the second indication information is carried in a signaling failure message, and the signaling failure message indicates that the signaling is not sent to the terminal successfully.

Abstract
Embodiments of the present application provide a communication method, comprising: receiving, by a first access network device from a core network device, signaling destined for a terminal, wherein the terminal is in a radio resource control (RRC) inactive mode; sending a first paging message to a second access network device for paging the terminal, wherein the first access network device and the second access network device are in same paging area; and receiving, from the second access network device, first indication information indicating that the terminal has connected to the second access network device. In the embodiments of the present application, after receiving the signaling destined for the terminal from the core network device, the first access network device can learn the terminal has connected to the second access network device, and therefore performs proper subsequent processing.
