1. An apparatus of a user equipment (UE) comprising a processor and memory, the processor to:

  • configure the UE for a measurement reporting operation, wherein as part of the measurement reporting operation, the processor is configured to;

    decode, from an Evolved Node-B (eNB), control signaling including measurement gap configuration information, wherein the measurement gap configuration information is to specify a measurement gap configuration, andwherein the measurement gap configuration information includes a gap offset value, andwherein a measurement gap configuration is identified by a gap pattern identifier (ID) that corresponds to one of a plurality of radio access technology (RAT) groups of frequency layers;

    determine, from the measurement gap configuration information a gap pattern ID of a particular measurement gap configuration to be applied in a measurement reporting operation for a particular RAT group, the measurement gap configuration including a corresponding measurement gap length (MGL), a measurement gap repetition period (MGRP), and a minimum time available for inter-frequency and inter-RAT measurements during a predetermined time period; and

    measure a frequency layer of the RAT group according to the MGL, the MGRP, and the minimum time available for inter-frequency and inter-RAT measurements, andwherein the memory is configured to store the measurement gap configuration information.
