    identify a first set of radio link monitoring (“

    RLM”

    ) parameters for RLM of a first cell to be provided by a master evolved node B (“

    MeNB”

    ) and a second set of RLM parameters, different than the first set of RLM parameters, for RLM of a second cell to be provided by a secondary evolved node B (“

    SeNB”

    ), the first set of RLM parameters to indicate a first timer value and a first constant value and the second set of RLM parameters to indicate a second timer value and a second constant value;

    monitor a first link quality of the first cell based on the first set of RLM parameters; and

    monitor a second link quality of the second cell based on the second set of RLM parameters.
