1. A system for controlling blood flow through a vein, said system comprising:

  • (a) a clip being sized and configured for compressing a region of the vein when positioned therethrough to reduce blood flow through the vein; and

    (b) a delivery device comprising a needle cannula, an over tube disposed over a proximal portion of the cannula, and an inner tube within a lumen of the needle cannula, said needle cannula having a tissue-penetrating distal end for penetrating tissue overlying a vein and delivering clip through said walls of the vein;

    wherein said clip comprises an elongated coil which is wrapped tightly about an outer surface of the needle cannula in a delivery configuration and wherein said over tube holds a proximal end of the coil and the inner tube holds the distal end of the coil in said delivery configuration; and

    wherein the over tube is configured to be reacted to release the proximal end of the coil and the inner tube is configured to be retracted to release the distal end of the coil, wherein the coil elastically recoils and foreshortens to form an upper flange configured to engage an upper wall of the vein and a lower flange configured to engage a lower wall of the vein.
