1. A method performed by a user equipment (UE) in a wireless communication system, the method comprising:
- receiving, from a base station, a scaling factor for prioritized random access;
initiating a random access procedure;
receiving, from the base station, a random access response comprising a backoff indicator;
determining whether the random access procedure was initiated for a handover;
based on a determination that the random access procedure was initiated for the handover, applying the scaling factor to the backoff indicator to set a random access backoff time; and
transmitting, after the random access backoff time, a random access preamble to the base station.

The method may comprise the steps of: receiving priority information; initiating a random access procedure while executing a handover; receiving, from a base station, a random access response including a backoff indicator; and on the basis of the priority information, adjusting a random access backoff parameter indicated by the backoff indicator.
