1. A method performed by a user equipment (UE) that is configured to perform Long Term Evolution (LTE) carrier aggregation operations, the method comprising:
- identifying one carrier as an anchor carrier and at least one other carrier as a non-anchor carrier;
decoding a physical downlink control channel (PDCCH) in a common search space of only the anchor carrier; and
decoding another PDCCH in a UE specific search space of the anchor carrier, wherein a location of the UE specific search space of the anchor carrier varies pseudo-randomly for different sub-frames, and the common search space of the anchor carrier and the UE specific search space of the anchor carrier overlap.

A method for processing a control channel at a user agent (UA) to identify power control commands within a wireless communication system, the method comprising the steps of, at a user agent, monitoring for power control messages on a single carrier, decoding a message received on the single carrier to generate decoded information and using the decoded information to identify a power control command for each of at least first and second carriers.
