1. A cargo scanning system, wherein the cargo is positioned inside a plurality of containers, comprising:

  • a plurality of scanners each arranged to scan at least one of the plurality of containers, generate sets of scan data, and communicate the sets of scan data to a network;

    a central storage array in data communication with the network and configured to receive the sets of scan data from each of the plurality of scanners;

    one or more workstations in data communication with the network, wherein each of the one or more workstations is configured to receive a user input;

    an imaging device configured to capture images of characters associated with the at least one of the plurality of containers;

    an imaging processor configured to generate optical character recognition data indicative of the characters associated with the at least one of the plurality of containers;

    a job dispatcher in data communication with the network and configured to execute a process for automatically allocating the sets of scan data to at least one of the one or more workstations for analysis, to make the sets of scan data available to the one of the one or more workstations, to receive and direct data indicative of the characters associated with the at least one of the plurality of containers and manifest information related to the cargo and to generate a hybrid set of scan data by combining a threat object image from a library of threat object images with one of the sets of scan data;

    a cargo movement control means arranged to control movement of the at least one of the plurality of containers; and

    an area wherein the cargo movement control means is arranged to control movement of the at least one of the plurality of containers into or within the area if the user input allocates the at least one of the plurality of containers to one of a plurality of predetermined threat categories.
