1. An operation method of a terminal for initial access to a base station, in a communication system, the operation method comprising:
- receiving a first synchronization signal/physical broadcast channel (SS/PBCH) block from the base station;
determining whether the first SS/PBCH block is to be used for initial access to receive system information based on first information included in the first SS/PBCH block; and
in response to determination that the first SS/PBCH block is not to be used for initial access of the terminal, receiving a second SS/PBCH block indicated by second information included in the first SS/PBCH block, and performing initial access to the base station using the second SS/PBCH block,wherein the second information is an offset between the first SS/PBCH block and the second SS/PBCH block.
