1. A method of making a composition, the method comprising the steps of:
- a. providing a first composition and a second composition,wherein the first composition comprises no more than about 15 wt % of encapsulates, wherein the encapsulates comprise a polyvinyl alcohol polymer;
wherein the second composition comprises a borate compound; and
wherein the first composition further comprises a cross-linking inhibitor;
b. combining the first composition and the second composition to form a product composition.
