a primary cell with no configured scheduling request (SR) resources; and
a secondary cell, in a secondary timing advance group (sTAG), with configured SR resources;
receiving an activation command to activate the secondary cell; and
initiating a random access procedure based on a determination that;
an SR process is pending in a time interval;
uplink data channel resources are not available for transmission in the time interval; and
uplink transmission timing of the sTAG is out-of-sync in the time interval.

The secondary cell may have configured scheduling request resources and the primary cell may not have configured scheduling request resources.
