1. A device comprising:

  • processing circuitry configured togroup a plurality of terminal devices that support superposition power control (SPC) non-orthogonal multiple access (NOMA) on the basis of a size of transmission data to be transmitted by respective of the plurality of terminal devices; and

    allocate the same radio resources to terminal devices in each group obtained as a result of the grouping so as to provide a needed amount of radio resources to support transmission of the transmission data for the terminal devices in each group, the allocation of the same radio resources requires the terminal devices in each group to use the same radio resources for SPC NOMA communications; and

    transmit data to the terminal devices in each group informing the terminal devices of the same radio resources that are to be used by the terminal devices in each group, whereinthe same radio resources includes using at the same time the same time and frequency resource blocks that are commonly used by the terminal devices in each group,the same radio resources are radio resources included in a resource pool for radio communication using the non-orthogonal multiple access,the resource pool is a part of radio resources of a frequency band, andthe processing circuitry allocates other radio resources that are not included in the resource pool to a terminal device that does not support the non-orthogonal multiple access.
