1. A method comprising:

  • receiving, by a user equipment from a communications controller, uplink or downlink scheduling information to transmit an uplink control signal on a physical uplink channel to the communications controller on a subframe designated for device-to-device (D2D) signaling by a D2D subframe configuration designating one or more subframes in which to transmit or receive one or more D2D discovery signals;

    prioritizing, by the user equipment based on contents of the received uplink or downlink scheduling information, transmission of the uplink control signal on the subframe designated for D2D signaling by the D2D subframe configuration over a transmission or a reception of the one or more D2D discovery signals,the one or more D2D discovery signals comprising a Type 1 discovery signal or a Type 2 discovery signal, the Type 1 discovery signal for allocating discovery signal transmission resources on a non user equipment-specific basis, and the Type 2 discovery signal for allocating the discovery signal transmission resources on a per user equipment-specific basis; and

    transmitting, by the user equipment, the uplink control signal on the subframe designated for D2D signaling by the D2D subframe configuration to the communications controller.
