1. A method for providing to customers universal access to loyalty programs, wherein the loyalty programs are associated with a plurality of merchants, wherein each merchant of the plurality of merchants is able to operate its own loyalty program without sharing information about transactions between the merchant and said customers, the method comprising, at an enterprise infrastructure:

  • receiving requests from said customers, each request from a customer comprising a request to activate a respective universal transaction identifier issued to the customer, and in response to each such request;

    allocating memory on the enterprise infrastructure, the allocated memory defining a personal consumer system account for the customer, andautomatically enrolling the customer in the loyalty programs using the same universal transaction identifier of the customer to enroll the customer in the loyalty programs, and thereafter;

    receiving, from one of the plurality of merchants, a targeted discount offer and the universal transaction identifier corresponding to each customer in a set of targeted customers who are enrolled in a merchant loyalty program of the one of the plurality of merchants and in response;

    storing the targeted discount offer in the personal consumer system account of each customer in the set of targeted customers.
