- receiving, by the user equipment device that is in an ECO operating state, a message indicating that there is downlink data to be sent to the user equipment device, the message being received on a downlink channel monitored by the user equipment device, wherein the message further indicates a transition of the user equipment device from the ECO operating state to an ACTIVE operating state and the message includes an identifier of the user equipment device, wherein the identifier of the user equipment device was received by the user equipment device while the user equipment device was in the ACTIVE operating state; and
transitioning from the ECO operating state to the ACTIVE operating state.
