Abstract

The present invention provides a system for detecting subscription fraud in connection with any consumer related service which requires continuous access and payment over time. The system includes: means for determining a subscription fraudster or someone whom has not fulfilled previous payment obligations for access to service, at or soon after the point of service application, by comparing at least one biometric value against those on file which are associated with past payment default; means of utilizing non-threshold and non-market characteristic profile information which is not part of the data captured on the service order application for identifying an individual who has defrauded or defaulted on previous subscriptions for consumer services; means for viewing, storing, forwarding, and comparing biometric and non-application subscriber profile data which is not based on thresholds, transactions, nor market characteristics across many points of service activation, billing, and management; and

means for combining and sharing biometric and user profile data across multiple service providers to restrict access to services at the time or shortly after application processing.

Claims

1. A system for detecting subscription fraud in connection with any consumer related service which requires continuous access and payment over time comprising:

means for determining a subscription fraudster or someone whom has not fulfilled previous payment obligations for access to service, at or soon after the point of service application, by comparing at least one biometric value against those on file which are associated with past payment default;

means of utilizing non-threshold and non-market characteristic profile information which is not part of the data captured on the service order application for identifying an individual who has defrauded or defaulted on previous subscriptions for consumer services;

means for viewing, storing, forwarding, and comparing biometric and non-application subscriber profile data which is not based on thresholds, transactions, nor market characteristics across many points of service activation, billing, and management; and

means for combining and sharing biometric and user profile data across multiple service providers to restrict access to services at the time or shortly after application processing.

2. The system of claim 1, also includes means to capture, store, and compare biometric data of employees and/or agents against frequency of defaulted or rejected service order applications processed by same employees or agents/dealers.

3. The system of claim 1, in which non-application captured data includes usage profile information, which is based on the linkage of personal contacts for example, but not limited to called parties or e-mail and URL contacts.

4. The system of claim 1, in which non-application captured subscriber data is captured locally and filtered in such a way that it provides a unique pattern of common and frequent personal contacts which in-turn identifies the user specifically.

5. The system of claim 4 which provides the ability to tag this unique profile of non-application data as a subscriber or customer whom had defrauded of defaulted concerning payment for service obligations.

6. The system of claim 5 which provides the ability to transmit electronically this unique identifying non-application captured data to a central repository to be stored for future access.

7. The system of claim 6 which provides for the ability to electronically distribute and share unique non-application captured data among all participating service providers.

8. The system of claim 7 which provides the ability for other participating service providers to be alerted that a customer whom currently has access to services has defaulted another service provider.

9. The system of claim 1, which provides the ability to compare a biometric output value, captured as part of the service order process against a local database holding biometric data of past defaulted subscribers.

10. The system of claim 9 which provides the ability to query a centralized database repository for biometric output data values which compare to those of a individual whom has either defrauded or defaulted in their obligations for payment of a consumer service.

11. The system of claim 3 which provides the ability to compare non-application captured data against a local database of profiles of similar data to determine an individual whom has previously defrauded or defaulted in reference to payment for subscription for consumer services.

12. The system of claim 1, in which means biometric value comprises signature verification means.

13. The system of claim 1, in which means biometric value comprises hand geometry measuring means.

14. The system of claim 1, in which means biometric value comprises fingerprint comparison means.

15. The system of claim 1, in which means biometric value comprises palm print comparison.

16. The system of claim 1, in which means biometric value comprises voice print measurement.

17. The system of claim 1, in which means biometric value comprises retinal eye scanning.

18. The system of claim 1, in which means biometric value comprises iris eye scanning.

19. The system of claim 1, in which means biometric value comprises vein pattern recognition.

20. The system of claim 4, which comprises any method associated with utilizing frequently, called unique dialed (called) phone numbers as a form of identifying a subscriber.

21. The system of claim 20 which means utilizing filtering techniques which eliminates low frequency called or dialed numbers from the unique profile.

22. The system of claim 21 which means utilizing filtering techniques which eliminates any commercial phone numbers from the unique profile utilized to uniquely identify a subscriber or customer.

23. The system of claim 22 which means utilizing filtering techniques which eliminates any public government or service;

or private service phone numbers from the unique profile utilized to identify a subscriber or customer.

24. The system of claim 4, which comprises any method associated with utilizing frequently contacted (connected) e-mail addresses as a form of identifying a subscriber.

25. The system of claim 24, which comprises any method associated with utilizing frequently called unique, contacted (connected) URLs as a form of identifying a subscriber.

26. The system of claim 25 which means utilizing filtering techniques which eliminates any commercial e-mail address contacts from the unique profile utilized to uniquely identify a subscriber or customer.

27. The system of claim 26 which means utilizing filtering techniques which eliminates any commercial or public or service e-mail address contacts from the unique profile utilized to uniquely identify a subscriber or customer.

28. The system of claim 27 which means utilizing filtering techniques which eliminates any commercial or public or service URL contacts from the unique profile utilized to uniquely identify a subscriber or customer.

29. The system of claim 1, for assigning a unique identifier of a phone number to the biometric value output data for purposes of subscriber or customer differentiation of tracking.

30. The system of claim 1, for assigning a unique identifier such as an account number to the biometric output data for purposes of subscriber or customer differentiation of tracking.

31. The system of claim 1, for assigning a unique identifier such as a mobile subscription number (IMSI) to the biometric output data for purposes of subscriber or customer differentiation of tracking.

32. The system of claim 1, for assigning a unique identifier such as a mobile phone number (MIN) to the biometric output data for purposes of subscriber or customer differentiation of tracking.

33. The system of claim 2, for assigning a unique identifier such as an employee number to a service order activation for purposes of tracking employee productivity performance and/or collusion.

34. The system of claim 2, for assigning a unique identifier such as an agent or dealer number to a service order activation for purposes of tracking employee productivity performance and/or collusion.
