- the construction machines each include a transmitter that transmits information related to a length of time over which the construction machine is engaged in operation; and
the base station includes a receiver that receives the information transmitted from the plurality of construction machines, a decision-making device that makes a decision whether there is any over-operated construction machine based upon the information related to the operating time that has been received and a base station-side transmitter that transmits information reflecting results of the decision made by the decision-making device to another organization.
