1. A method for assuring that a factory is capable of producing high quality electronics assemblies, comprising the steps of:

  • performing a first inspection of the equipment, materials and manufacturing procedures used in the factory;

    performing at least one interview of at least one person that works in the factory;

    comparing the results of said inspection against a predetermined list of acceptable criteria to identify shortcomings in said equipment, materials and manufacturing procedures used in the factory;

    comparing the results of said at least one interview against a predetermined list of acceptable interview answers to identify shortcomings in said at least one person;

    issuing a report to the management of the factory listing said shortcomings ,if any, in the equipment, materials and manufacturing procedures used in the factory, said shortcomings, if any, in said at least one person and the acceptable criteria corresponding to said shortcomings, if any, in the equipment, materials and manufacturing procedures used in the factory and said shortcoming, if any, of said at least one person;

    performing a second inspection of the equipment, materials and manufacturing procedures used in the factory;

    performing at least one second of interview of at least one person that works in the factory;

    comparing the results of said second inspection against said predetermined list of acceptable criteria to identify shortcomings in said equipment, materials and manufacturing procedures used in the factory;

    comparing the results of said second at least one interview against said predetermined list of acceptable interview answers to identify shortcomings in said second at least one person;

    issuing a certification of compliance if no shortcomings were identified in said second inspection and said second at least one interview.
