1. A method of providing cellular priority access to a user, comprising the steps of:

  • providing a plurality of devices each having an embedded wireless ad hoc networking (WAHN) logic module, the plurality including a first cellular device and at least one candidate cellular device each E-911 enabled and having an embedded cell logic module;

    requesting priority access service via the first cellular device;

    via the cell logic modules, receiving cell loading information transmitted by a base station, and transferring the cell loading information to a corresponding WAHN logic module in the same cellular device;

    via the WAHN logic modules, forming a scatternet among the plurality of devices, the scatternet including the first cellular device and at least one candidate cellular device whose cell loading is less congested than the cell loading of the first cellular device, gathering cell location, cell loading status, and radio resource information from the at least one candidate cellular device, and transmitting the gathered information to the WAHN logic module of the first cellular device;

    receiving the transmitted and gathered information at the first cellular device WAHN logic module;

    computing topological information based upon the gathered and transmitted information;

    communicating the topological information to the cell logic module of the first cellular device;

    providing a visual or audial message reflective of the topological information to a user of the first cellular device that may be utilized in placing a cellular call.
