Abstract

To decrease the number of base stations transmitting when a mobile station is connected to a plurality of base stations during handover and to let a base station having the best reception quality perform transmission so as to decrease interference in downlink and increase the link capacity. A mobile station periodically measures a pilot signal transmitted from a base station in a reception monitor 406 and estimates its own movement speed at predetermined intervals based upon the reception electric field strength of the pilot signal in a speed estimate device 407 in soft handover state. A time length for measuring the pilot signal transmitted from the base station corresponding to the movement speed and an inner threshold value for deciding transmission base stations during handover are altered in a control section 408. In this case, when the movement speed is slow, the pilot signal measurement time length is set short, and the inner threshold value is set small, and when the movement speed is fast, the pilot signal measurement time length is set long, and the inner threshold value is set large.

Claims

1. (Amended) A mobile communication control method in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile communication control method characterized in that the decision of the transmission base station is performed so that the number of transmission base stations is made as small as possible and the probability that the best base station in the reception quality of the pilot signal in the mobile station is included in the transmission base stations is made high based upon a predetermined condition.

2. (Amended) A mobile communication control method in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile communication control method characterized in that the one or plurality of mobile stations estimate a propagation environment and decide a measurement time of the pilot signal based upon the estimated propagation environment.

14. (Amended) The mobile communication control method as set forth in claim 2 characterized in that the propagation environment is a movement speed of the mobile station.

15. (Amended) The mobile communication control method as set forth in claim 2 characterized in that the propagation environment is a movement speed of the mobile station, and the faster the movement speed of the mobile station, the longer the measurement time length is made.

3. (Amended) A mobile communication control method in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile communication control method characterized in that the one or plurality of mobile stations estimate a propagation environment, decide a predetermined threshold value for deciding the transmission base stations based upon the estimated propagation environment, and decide the one or plurality of base stations based upon the predetermined threshold value.

16. (Amended) The mobile communication control method as set forth in claim 3 characterized in that the propagation environment is a movement speed of the mobile station, and the faster the mobile station, the greater the predetermined threshold value is made.

4. (Amended) A mobile communication control method in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile communication control method characterized in that the one or plurality of mobile stations estimate a propagation environment to inform a base station controller, and

the base station controller decides a measurement time of the pilot signal based upon the propagation environment to inform a corresponding mobile station.

5. (Amended) A mobile communication control method in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile communication control method characterized in that the one or plurality of mobile stations estimate a propagation environment to inform a base station controller,

the base station controller decides a predetermined threshold value for deciding the transmission base stations based upon the propagation environment to inform a corresponding mobile station, and

the mobile station receiving the information decides the one or plurality of transmission base stations based upon the predetermined threshold value.

6. (Amended) A mobile communication control method in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile communication control method characterized in that the one or plurality of mobile stations estimate a propagation environment to inform a base station, and

the base station decides a measurement time of the pilot signal based upon the propagation environment to inform a corresponding mobile station.

7. A mobile communication control method in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile communication control method characterized in that the one or plurality of mobile stations estimate a propagation environment to inform a base station,

the base station decides a predetermined threshold value for deciding the transmission base stations based upon the propagation environment to inform a corresponding mobile station, and

the mobile station receiving the information decides the one or plurality of transmission base stations based upon the predetermined threshold value.

8. (Amended) A mobile communication control method in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile communication control method characterized in that the one or plurality of base stations estimate a propagation environment of the one or plurality of mobile stations to inform a corresponding mobile station, and

the mobile station receiving the information decides a measurement time of the pilot signal based upon the propagation environment.

9. (Amended) A mobile communication control method in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile communication control method characterized in that the one or plurality of base stations estimate a propagation environment of the one or plurality of mobile stations to inform a corresponding mobile station, and

the mobile station receiving the information decides a predetermined threshold value for deciding the transmission base stations based upon the propagation environment and decides the one or plurality of transmission base stations based upon the predetermined threshold value.

10. (Amended) A mobile communication control method in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile communication control method characterized in that the one or plurality of base stations estimate a propagation environment of the one or plurality of mobile stations to inform a base station controller, and

the base station controller decides a measurement time of the pilot signal based upon the propagation environment to inform a corresponding mobile station.

11. (Amended) A mobile communication control method in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile communication control method characterized in that the one or plurality of base stations estimate a propagation environment of the one or plurality of mobile stations to inform a base station controller,

the base station controller decides a predetermined threshold value for deciding the transmission base stations based upon the propagation environment to inform a corresponding mobile station, and

the mobile station receiving the predetermined threshold value decides the one or plurality of transmission base stations based upon the predetermined threshold value.

12. (Amended) A mobile communication control method in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile communication control method characterized in that the one or plurality of base stations estimate a propagation environment of the one or plurality of mobile stations, decide a measurement time of the pilot signal based upon the propagation environment, and inform a corresponding mobile station.

13. (Amended) A mobile communication control method in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile communication control method characterized in that the one or plurality of base stations estimate a propagation environment of the one or plurality of mobile stations, decide a predetermined threshold value for deciding the transmission base stations based upon the propagation environment, and inform a corresponding mobile station, and

the one or plurality of mobile stations decide the one or plurality of transmission base stations based upon the predetermined threshold value.

17. (Amended) A cellular system in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said cellular system characterized in that the decision of the transmission base station is performed so that the number of transmission base stations is made as small as possible and the probability that the best base station in the reception quality of the pilot signal in the mobile station is included in the transmission base stations is made high based upon a predetermined condition.

18. (Amended) A cellular system in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said cellular system characterized in that the one or plurality of mobile stations estimate a propagation environment and decide a measurement time of the pilot signal based upon the estimated propagation environment.

30. (Amended) The cellular system as set forth in claim 18 characterized in that the propagation environment is a movement speed of the mobile station.

31. (Amended) The cellular system as set forth in claim 18 characterized in that the propagation environment is a movement speed of the mobile station, and the faster the movement speed of the mobile station, the longer the measurement time length is made.

19. (Amended) A cellular system in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said cellular system characterized in that the one or plurality of mobile stations estimate a propagation environment, decide a predetermined threshold value for deciding the transmission base stations based upon the estimated propagation environment, and decide the one or plurality of base stations based upon the predetermined threshold value.

32. (Amended) The cellular system as set forth in claim 19 characterized in that the propagation environment is a movement speed of the mobile station, and the faster the movement speed of the mobile station, the greater the predetermined threshold value is made.

20. (Amended) A cellular system in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said cellular system characterized in that the one or plurality of mobile stations estimate a propagation environment to inform a base station controller, and

the base station controller decides a measurement time of the pilot signal based upon the propagation environment to inform a corresponding mobile station.

said cellular system characterized in that the one or plurality of mobile stations estimate a propagation environment to inform a base station controller,

the base station controller decides a predetermined threshold value for deciding the transmission base stations based upon the propagation environment to inform a corresponding mobile station, and

the mobile station receiving the information decides the one or plurality of transmission base stations based upon the predetermined threshold value.

the base station decides a predetermined threshold value for deciding the transmission base stations based upon the propagation environment to inform a corresponding mobile station, and

the mobile station receiving the information decides the one or plurality of transmission base stations based upon the predetermined threshold value.

24. (Amended) A cellular system in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said cellular system characterized in that the one or plurality of base stations estimate a propagation environment to inform the one or plurality of mobile stations to inform a corresponding mobile station, and

the mobile station receiving the information decides a measurement time of the pilot signal based upon the propagation environment.

25. (Amended) A cellular system in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said cellular system characterized in that the one or plurality of base stations estimate a propagation environment of the one or plurality of mobile stations to inform a corresponding mobile station, and

the mobile station receiving the information decides a predetermined threshold value for deciding the transmission base stations based upon the propagation environment and decides the one or plurality of transmission base stations based upon the predetermined threshold value.

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said cellular system characterized in that the one or plurality of base stations estimate a propagation environment of the one or plurality of mobile stations to inform a base station controller, and

the base station controller decides a measurement time of the pilot signal based upon the propagation environment to inform a corresponding mobile station.

said cellular system characterized in that the one or plurality of base stations estimate a propagation environment of the one or plurality of mobile stations to inform a base station controller,

the base station controller decides a predetermined threshold value for deciding the transmission base stations based upon the propagation environment to inform a corresponding mobile station, and

the mobile station receiving the predetermined threshold value decides the one or plurality of transmission base stations based upon the predetermined threshold value.

28. (Amended) A cellular system in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said cellular system characterized in that the one or plurality of base stations estimate a propagation environment of the one or plurality of mobile stations, decide a measurement time of the pilot signal based upon the propagation environment, and inform a corresponding mobile station.

29. (Amended) A cellular system in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said cellular system characterized in that the one or plurality of base stations estimate a propagation environment of the one or plurality of mobile stations, decide a predetermined threshold value for deciding the transmission base stations based upon the propagation environment, and inform a corresponding mobile station, and

the one or plurality of mobile stations decide the one or plurality of transmission base stations based upon the predetermined threshold value.

33. (Amended) A mobile station which receives a pilot signal transmitted from one or a plurality of base stations at a predetermined electric power and

periodically measures a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile station characterized in that the decision of the transmission base station is performed so that the number of transmission base stations is made as small as possible and the probability that the best base station in the reception quality of the pilot signal in the mobile station is included in the transmission base stations is made high based upon a predetermined condition.

34. (Amended) A mobile station which receives a pilot signal transmitted from one or a plurality of base stations at a predetermined electric power and

periodically measures a reception quality of each pilot signal transmitted from the one or plurality, of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile station characterized by estimating a propagation environment and deciding a measurement time of the pilot signal based upon the estimated propagation environment.

46. (Amended) The mobile station as set forth in claim 34 characterized in that the propagation environment is a movement speed of the mobile station.

47. (Amended) The mobile station as set forth in claim 34 characterized in that the propagation environment is a movement speed of the mobile station, and the faster the movement speed of the mobile station, the longer the measurement time length is made.

35. (Amended) A mobile station which receives a pilot signal transmitted from one or a plurality of base stations at a predetermined electric power and

periodically measures a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile station characterized by estimating a propagation environment, deciding a predetermined threshold value for deciding the transmission base stations based upon the estimated propagation environment, and deciding the one or plurality of base stations based upon the predetermined threshold value.

48. (Amended) The mobile station as set forth in claim 35 characterized in that the propagation environment is a movement speed of the mobile station, and the faster the movement speed of the mobile station, the greater the predetermined threshold value is made.

36. (Amended) A mobile station which receives a pilot signal transmitted from one or a plurality of base stations at a predetermined electric power and

periodically measures a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile station characterized in that the mobile station estimates a propagation environment to inform a base station controller and

a measurement time of the pilot signal decided based upon the propagation environment is received in the base station controller.

37. (Amended) A mobile station which receives a pilot signal transmitted from one or a plurality of base stations at a predetermined electric power and

periodically measures a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile station characterized in that the mobile station estimates a propagation environment to inform a base station controller,

a predetermined threshold value for deciding the transmission base stations decided based upon the propagation environment is received in the base station controller, and

the one or plurality of transmission base stations are decided based upon the predetermined threshold value.

38. (Amended) A mobile station which receives a pilot signal transmitted from one or a plurality of base stations at a predetermined electric power and

periodically measures a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile station characterized in that the mobile station estimates a propagation environment to inform a base station and

a measurement time of the pilot signal decided based upon the propagation environment is received in the base station.

39. (Amended) A mobile station which receives a pilot signal transmitted from one or a plurality of base stations at a predetermined electric power and

periodically measures a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile station characterized in that the mobile station estimates a propagation environment to inform a base station,

a predetermined threshold value for deciding the transmission base stations decided based upon the propagation environment is received in the base station, and

the one or plurality of transmission base stations are decided based upon the predetermined threshold value.

40. (Amended) A mobile station which receives a pilot signal transmitted from one or a plurality of base stations at a predetermined electric power and

periodically measures a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile station characterized by receiving a propagation environment estimated in the one or plurality of base stations and

deciding a measurement time of the pilot signal based upon the propagation environment.

41. (Amended) A mobile station which receives a pilot signal transmitted from one or a plurality of base stations at a predetermined electric power and

periodically measures a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile station characterized by receiving a propagation environment estimated in the one or plurality of base stations,

deciding a predetermined threshold value for deciding the transmission base stations based upon the propagation environment, and deciding the one or plurality of transmission base stations based upon the predetermined threshold value.

42. (Amended) A mobile station which receives a pilot signal transmitted from one or a plurality of base stations at a predetermined electric power and

periodically measures a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile station characterized in that a base station controller is informed of a propagation environment estimated in the one or plurality of base stations, and

a measurement time of the pilot signal decided based upon the propagation environment is received in the base station controller.

43. (Amended) A mobile station which receives a pilot signal transmitted from one or a plurality of base stations at a predetermined electric power and

periodically measures a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

the one or plurality of transmission base stations are decided based upon the predetermined threshold value.

periodically measures a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile station characterized by receiving a measurement time of the pilot signal decided in the one or plurality of base stations based upon a propagation environment of the one or plurality of mobile stations estimated in the one or plurality of base stations.

periodically measures a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile station characterized by receiving a predetermined threshold value for deciding the transmission base stations decided in the one or plurality of base stations based upon the propagation environment of the one or plurality of mobile stations estimated in the one or plurality of base stations.

49. (Amended) A base station which transmits a pilot signal at a predetermined electric power,

decides one or a plurality of base stations with which links are set up decided corresponding to a reception quality of the pilot signal periodically measured in one or a plurality of mobile stations, and receives information of one or a plurality of transmission base stations selected from among the decided one or plurality of base stations,

said base station characterized in that the decision of the transmission base station is performed so that the number of transmission base stations is made as small as possible and the probability that the best base station in the reception quality of the pilot signal in the mobile station is included in the transmission base stations is made high based upon a predetermined condition.

A base station controller characterized in that a pilot signal transmitted at a predetermined electric power in one or a plurality of base stations is received in one or a plurality of mobile stations, said base station controller receiving a propagation environment of a mobile station estimated based upon the pilot signal in one or a plurality of mobile stations, deciding a measurement time of the pilot signal based upon the propagation environment to inform a corresponding mobile station, letting one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result, and letting one or a plurality of mobile stations decide one or a plurality of transmission base stations from among the decided one or plurality of base stations.

69. The base station controller as set forth in claim 65 characterized in that the propagation environment is a movement speed of the mobile station.

73. The base station controller as set forth in claim 65 characterized in that the propagation environment is a movement speed of the mobile station, and the faster the movement speed of the mobile station, the longer the measurement time length is made.

A base station controller characterized in that a pilot signal transmitted at a predetermined electric power in one or a plurality of base stations is received in one or a plurality of mobile stations, said base station controller receiving a propagation environment of a mobile station estimated based upon the pilot signal in the one or plurality of mobile stations, deciding a predetermined threshold value for deciding one or a plurality of transmission base stations from among one or a plurality of base stations with which links are set up based upon the propagation environment to inform a corresponding mobile station, letting the one or plurality of mobile stations decide the one or plurality of transmission base stations based upon the predetermined threshold value.

70. The base station controller as set forth in claim 66 characterized in that the propagation environment is a movement speed of the mobile station.

75. The base station controller as set forth in claim 66 characterized in that the propagation environment is a movement speed of the mobile station, and the faster the movement speed of the mobile station, the greater the predetermined threshold value is made.

A base station controller characterized by receiving a propagation environment of one or a plurality of mobile stations estimated in one or a plurality of base stations, deciding a measurement time of a pilot signal measured in one or a plurality of mobile stations and transmitted from the one or plurality of base stations at a predetermined electric power based upon the propagation environment to inform a corresponding mobile station, letting the one or plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result, and letting one or a plurality of mobile stations decide one or a plurality of transmission base stations from among the decided one or plurality of base stations.

71. The base station controller as set forth in claim 67 characterized in that the propagation environment is a movement speed of the mobile station.

74. The base station controller as set forth in claim 67 characterized in that the propagation environment is a movement speed of the mobile station, and the faster the movement speed of the mobile station, the longer the measurement time length is made.

A base station controller characterized by receiving a propagation environment of one or a plurality of mobile stations estimated in one or a plurality of base stations, deciding a predetermined threshold value for deciding one or a plurality of transmission base stations from among one or a plurality of base stations with which links are set up based upon the propagation environment to inform a corresponding mobile station, letting the one or plurality of mobile stations decide one or a plurality of transmission base stations based upon the predetermined threshold value from among one or a plurality of base stations with which links are set up decided based upon a reception quality of each pilot signal transmitted from the one or plurality of base stations, said each pilot signal being periodically measured.

72. The base station controller as set forth in claim 68 characterized in that the propagation environment is a movement speed of the mobile station.

76. The base station controller as set forth in claim 68 characterized in that the propagation environment is a movement speed of the mobile station, and the faster the movement speed of the mobile station, the greater the predetermined threshold value is made.

77. A mobile communication control method in which one or a plurality of base stations transmit a pilot signal at a predetermined electric power, and

one or a plurality of mobile stations periodically measure a reception quality of each pilot signal transmitted from the one or plurality of base stations to decide one or a plurality of base stations with which links are set up corresponding to the measurement result and decide one or a plurality of transmission base stations from among the decided one or plurality of base stations,

said mobile communication control method characterized in that a predetermined condition for deciding the transmission base station is altered for each mobile station.
