a lumen extending from the proximal end of the elongated body to an infusion section spaced from the proximal end of the elongated body;
one or more openings in the lumen within the infusion section; and
a permeable membrane covering the one or more openings in the infusion section; and
a valve located between the proximal end of the elongated body and the one or more openings within the infusion section, wherein the valve controls flow through the lumen to the infusion section.
