1. An electrolytic apparatus comprising:
- an electrolytic cell comprising at least two electrodes;
a power source in electrical contact with said at least two electrodes;
electrolyte for placement in said cell, wherein said electrolyte does not completely fill said cell;
a headspace within said electrolytic cell to accumulate a gas generated during electrolysis of the electrolyte;
an outlet port for discharging electrolysis products from said cell; and
a valve for sealing said outlet port, which valve is opened once a pressure of said gas reaches a predetermined value.

Abstract
The present invention is directed to an electrolytic cell that is completely sealed during the electrolysis operation during production of oxidant. Gasses generated within the electrolysis operation, primarily hydrogen that is liberated at the cathode surface, increase the pressure within the cell, and the gas pressure is ultimately utilized to expel the oxidant from the cell chamber.

13. An electrolysis method comprising the steps of:

providing an electrolytic cell comprising at least two electrodes;
partially filling the cell with electrolyte;
sealing the cell;
providing an electrical potential between the at least two electrodes;
generating at least one oxidant in the electrolyte;
accumulating a gas in at least a portion of the cell which is not filled with electrolyte until a predetermined gas pressure is reached;
