- an outer cuff having an outer surface and an inner surface and at least one aperture;
an inner cuff disposed with the outer cuff, wherein the inner cuff has an inner surface and an outer surface and at least one aperture aligned with the at least aperture of the outer cuff; and
wherein a polymeric compound is disposed on the inner surface of the outer cuff, the outer surface of the inner cuff or both the inner surface of the outer cuff and the outer surface of the inner cuff.
