A device comprising a shaft having an elongated shaft axis and a proximal end portion and a distal end portion, the elongated shaft being sized and configured for passage through a percutaneous access path into a cancellous bone region, a cavity forming structure carried on the distal end of the shaft and being sized and configured to be manipulated to form a cavity in the cancellous bone region, the cavity forming structure having an elongated cavity forming axis, and a mechanism for deflecting the cavity forming structure along the elongated cavity forming axis to shift the elongated cavity forming axis relative to the elongated shaft axis.
