1. A monitoring apparatus, comprising:
- an image input unit which generates a dynamic image of a head of an operator of a monitored instrument;
an authentication device which authenticates the operator;
a tracking device which tracks the head of the operator authenticated by the authentication device in the dynamic image; and
a maintenance function control device which releases a maintenance function for the monitored instrument when the authentication device authenticates, and operates the maintenance function for the monitored instrument when the tracking device fails to track the head of the operator authenticated by the authentication device.

An operator of a monitored instrument is authenticated and a maintenance function for the monitored instrument is released. The head of the authenticated operator is then tracked in a dynamic image and the maintenance function for the monitored instrument is operated when the tracking fails.
