Abstract

A mobile communication system includes a mobile station (5) connected to a core network (1) through a communication line intervened by a base station (3a), and a radio control station (2) configured for controlling the setting of a radio link for the mobile station (5) in the base station (3a). The base station (3a) monitors the congested state of the communication line, generates a state indicator indicating the congested state/non-congested state of the communication line, based on the results of monitoring, and transmits the state indicator generated to the radio control station (2). The radio control station (2) recognizes the current state of the communication line based on the state indicator received from the base station (3a).

When the radio control station (2) recognizes that the communication line is in the congested state and receives a line connection request from the mobile station (5), the control station (2) transmits a control signal for refusing the line connection request received to the mobile station (5) without performing control for setting the radio link.

Claims

1. A mobile communication system comprising:

a base station connected to a core network;

at least one mobile station connected to said core network through a communication line via said base station; and

a radio control station for controlling the setting of a radio link in said base station for said mobile station;

said base station monitoring whether or not said communication line is congested, and formulating, based on the results of monitoring, a state indicator indicating which of the congested state and the non-congested state is the current state of said communication line, said base station sending said state indicator to said radio control station each time state transition occurs between said congested state and the non-congested state;

said radio control station recognizing the current state of said communication line based on said state indicator received from said base station;

said radio control station transmitting, when said communication line is recognized to be congested, and a request for line connection is received from said mobile station, a control signal to the effect that the request for line connection received shall be refused, to said mobile station, without performing control for setting said radio link.

2. The mobile communication system as claimed in claim 1, wherein said communication line includes a wireless section associated with a radio jurisdiction supervised by said base station;

said base station transmitting, as said state indicator, a first state indicator, indicating which of the congested state and the non-congested state is the current state of said wireless section, to said radio control station.

The mobile communication system as claimed in claim 2, wherein said base station measures downlink transmission power, as the total transmission power of the downlink of said wireless section from said core network to said mobile station, said base station giving a decision as to the congested state or said non-congested state based on the measurement result.

4. The mobile communication system as claimed in claim 2, wherein

said base station measures the quantity of uplink interferences, approximated by the total received power in the uplink of said wireless section, from said mobile station to said core network, said base station giving a decision as to the congested state or said non-congested state based on the measurement result.

5. The mobile communication system as claimed in claim 1, wherein said communication line includes a wire section, allocated to said base station;

said base station sending, as said state indicator, a second state indicator, indicating which of the congested state and the non-congested state is the current state of the downlink of said wire section proceeding from said core network to said mobile station, to said radio control station.

6. The mobile communication system as claimed in claim 5, wherein said base station measures the communication traffic, flowing through the downlink of said wire section, and gives a decision as to the congested state or said non-congested state based on the result of measurement.

7. The mobile communication system as claimed in claim 5, comprising:

a plurality of said mobile stations;

said plural mobile stations each measuring the communication traffic sent from the own station and sending the result of measurement to said radio control station as the state of the communication traffic, flowing through the uplink of said wire section proceeding to said core network;

said radio control station synthesizing the state of the communication traffic received from each of the mobile stations, and giving a decision, based on the resulting synthesized value, whether or not said uplink of said wired domain is congested.

8. The mobile communication system as claimed in claim 2, wherein

said base station finds the load for each of the uplink and the downlink of said wireless section, each time said radio link is added or deleted and generates a third state indicator indicating which of three states consisting of a request accepting state, a handover accepting state, and a block state, is the current state of said wireless section, with the state of the load on the uplink as found and the state of the load on the downlink as found both being equal to or lesser than a first threshold value, being the request accepting state,

with the state of one of the load on the uplink as found and the load on the downlink as found equal to or lesser than the first threshold value, with the other load being larger than said first threshold value and equal to or lesser than a second threshold value larger than said first threshold value, being the handover accepting state, and

with the state of at least one of the load of the uplink and the load of the downlink thus found being lager than said second threshold value, being the block state;

said base station sending the so generated third state indicator to said radio control station; and

wherein said radio control station recognizes the current state of said wireless section based on said third state indicator received from said base station to determine whether or not the line connection request from said mobile station is allowable.

The mobile communication system as claimed in claim 8, wherein, if, in case said radio control station has recognized that the current state of said wireless section is said handover accepting state, said radio control station has received, from said mobile station, a handover connection request produced by handover from another radio jurisdiction supervised by another base station, said radio control station accepts the received handover connection request to exercise control for setting said radio link for said base station.

The mobile communication system as claimed in claim 8, wherein, if, in case said radio control station has recognized that the current state of said wireless section is said handover accepting state, said radio control station has received, as said line connection request, a new line connection request, produced by a new call origination or a call incoming in said radio jurisdiction, from said mobile station, said radio control station transmits to said mobile station a control signal to the effect that the new line connection request received shall be refused, without exercising control for setting said radio link.

The mobile communication system as claimed in claim 8, wherein, if, in case said radio control station has recognized that the current state of said wireless section is said block state, said radio control station has received, as said line connection request, a handover connection request, produced by handover from another radio jurisdiction supervised by another base station, from said mobile station, said radio control station transmits to said mobile station a control signal to the effect that the handover connection request received shall be refused, without exercising control for setting said radio link.

The mobile communication system as claimed in claim 8, wherein, if, in case said radio control station has recognized that the current state of said wireless section is said block state, said radio control station has received, as said line connection request, a new line connection request, produced by new call origination or call incoming in said radio jurisdiction, from said mobile station, said radio control station transmits to said mobile station a control signal to the effect that the new line connection request received shall be refused, without exercising control for setting said radio link.

The mobile communication system as claimed in claim 8, wherein, if, in case said radio control station has recognized that the current state of said wireless section is said request accepting state, said radio control station has received, as said line connection request, a handover connection request, produced by handover from another radio jurisdiction, supervised by another base station, from said mobile station, said radio control station accepts the handover connection request received to exercise control for setting said radio link for said base station.

22. The mobile communication system as claimed in claim 8, wherein, if, in case said radio control station has recognized that the current state of said wireless section is said request accepting state, said radio control station has received, as said line connection request, a new line connection request, produced by a new call origination or call incoming in said radio jurisdiction, from said mobile station, said radio control station accepts the new line connection request to exercise control for setting said radio link for said base station.

9. A mobile communication system comprising:

a user control station connected to a core network;

a base station connected to said user control station;

at least one mobile station connected to said core network through a communication line via said base station; and

a radio control station controlling the setting of a radio link in said base station for said mobile station;

said user control station monitoring whether or not said communication line is congested and generating a state indicator, indicating which of the congested state and the non-congested state is the current state of said communication line, based on the result of monitoring;

said user control station transmitting said state indicator to said radio control station each time state transition occurs between said congested state and the non-congested state;

said radio control station recognizing the current state of said communication line based on the state indicator received from said user control station;

said radio control station transmitting, if said communication line has been recognized to be in congested state, and a line connection request is received from said mobile station, a control signal to the effect that the line connection request received shall be refused, to said mobile station, without performing control for setting said radio link.

10. The mobile communication system as claimed in claim 9, wherein said communication line includes a wireless section associated with a radio jurisdiction supervised by said base station;

said user control station transmitting to said radio control station a first state indicator, as said state indicator, indicating which of the congested state and the non-congested state is the current state of said wireless section.

The mobile communication system as claimed in claim 10, wherein said base station measures the downlink transmission power, which is the total transmission power of the downlink of said wireless section proceeding from said core network to said mobile station, said base station sending the result of measurement to said user control station;

said user control station giving a decision as to the congested state or the non-congested state based on the result of measurement supplied from said base station.

The mobile communication system as claimed in claim 10, wherein said base station measures the quantity of uplink interferences, approximated by the total received power in the uplink of said wireless section proceeding from said mobile station to said core network, and sends the result of measurement to said user control station;

said user control station giving a decision as to said congested state or said non-congested state based on the result of measurement supplied from said base station.

13. The mobile communication system as claimed in claim 9, wherein said communication line includes a wire section allocated to said base station;

said user control station sending, as said state indicator, a second state indicator, indicating which of the congested state and the non-congested state is the current state of the downlink of said wire section proceeding from said core network to said mobile station, to said radio control station.

14. The mobile communication system as claimed in claim 13, wherein said base station measures the communication traffic flowing through the downlink of said wire section and sends the result of measurement to said user control station;

said user control station giving a decision as to the congested state and the non-congested state based on the result of measurement supplied from said base station.

15. The mobile communication system as claimed in claim 13, comprising:

a plurality of said mobile stations;

said plural mobile stations each measuring the communication traffic sent from an own station and transmitting the result of measurement to said user control station as the state of the communication traffic flowing through the uplink of said wire section proceeding to said core network;

said user control station synthesizing the state of the communication traffic received from said mobile stations to verify whether or not the uplink of said wired network is in the congested state, based on the resulting synthesized value.

16. The mobile communication system as claimed in claim 10, wherein

said base station finds the load for each of the uplink and the downlink of said wireless section, each time said radio link is added or deleted, and transmits the loads thus found to said user control station;

wherein

said user control station generates a third state indicator, indicating which of three states consisting of a request accepting state, a handover accepting state, and a block state, is the current state of said wireless section,

with the state of the load on the uplink as received from the base station and the load on the downlink as received from the base station both being equal to or lesser than a first threshold value, being the request accepting state,

with the state of one of the load on the uplink as received and the load on the downlink as received being equal to or lesser than the first threshold value, with the other load being larger than said first threshold value and equal to or lesser than a second threshold value larger than said first threshold value, being the handover accepting state, and

with the state of at least one of the load of the uplink and the load of the downlink thus received being larger than said second threshold value, being the block state;

said user control station sending the so generated third state indicator to said radio control station, and wherein

said radio control station recognizes the current state of said wireless section based on said third state indicator received from said user control station to determine whether or not the line connection request from said mobile station is allowable.

23. A method for controlling access acceptance, carried out in a mobile communication system, said mobile communication system comprising:

a base station connected to a core network;

at least one mobile station connected to said core network through a communication line via said base station; and

a radio control station for controlling the setting of a radio link in said base station for said mobile station, said method comprising;

a first step of said base station monitoring whether or not said communication line is congested and reporting the results to said radio control station; and

a second step of said radio control station transmitting, on receipt of a line connection request from said mobile station following receipt from said base station of a report indicating the congested state of said communication line, a control signal to the effect that the line connection request received shall be refused, without exercising control for setting said radio link.

24. The method for controlling access acceptance as claimed in claim 23, wherein said communication line includes a wireless section associated with a radio jurisdiction supervised by wireless section, and wherein

said first step includes a step of said base station monitoring whether or not said wireless section is congested and transmitting the results to said radio control station.

25. The method for controlling access acceptance as claimed in claim 24, wherein said first step includes a step of said base station measuring downlink transmission power as the total transmission power of the downlink of said wireless section from said core network to said mobile station to give a decision as to the congested state or said non-congested state based on the measurement result.

26. The method for controlling access acceptance as claimed in claim 24, wherein said first step includes a step of said base station measuring the quantity of uplink interferences approximated by the total transmission power of the uplink of said wireless section from said mobile station to said core network to give a decision as to the congested state or said non-congested state based on the measurement result.

27. The method for controlling access acceptance as claimed in claim 23, wherein

said communication line includes a wire section allocated to said base station, and wherein

said first step includes a step of said base station monitoring whether or not said wire section is congested and sending the result of monitoring to said radio control station.

28. The method for controlling access acceptance as claimed in claim 27, wherein

said first step includes a step of said base station measuring the communication traffic flowing through the downlink of said wire section and deciding the congested state or the non-congested state based on the result of measurement.

29. The method for controlling access acceptance as claimed in claim 27, wherein there are provided a plurality of said mobile stations;

said plural mobile stations each measuring the communication traffic sent from the own station and sending the result of measurement to said radio control station as the state of the communication traffic, flowing through the uplink of said wire section proceeding to said core network;

said radio control station synthesizing the state of the communication traffic received from each of the mobile stations, and giving a decision, based on a synthesized value, whether or not said uplink of said wire section is congested.

30. The method for controlling access acceptance as claimed in claim 24, wherein said first step includes steps of

said base station finding the load for each of the uplink and the downlink of said wireless section, each time said radio link is added or deleted;

said base station generating a third state indicator indicating which of three states consisting of a request accepting state, a handover accepting state, and a block state, is the current state of said wireless section, with the state of the load on the uplink as found and the load on the downlink as found both being equal to or lesser than a first threshold value, being the request accepting state,

with the state of one of the load on the uplink as found and the load on the downlink as found equal to or lesser than the first threshold value, with the other load being larger than said first threshold value and equal to or lesser than a second threshold value larger than said first threshold value, being the handover accepting state, and

with the state of at least one of the load of the uplink and the load of the downlink thus found being larger than said second threshold value, being the block state; and

said base station sending the so generated third state indicator to said radio control station; and

wherein

said second step is a step of said radio control station recognizing the current state of said wireless section based on said state report received from said base station to determine whether or not the line connection request from said mobile station is allowable.

39. The method for controlling access acceptance as claimed in claim 24, wherein said second step includes

a step of accepting, if, in case said radio control station has recognized that the current state of said wireless section is said handover accepting state, said radio control station has received, as said line connection request, a handover connection request produced by handover from another radio jurisdiction supervised by another base station, from said mobile station, the received handover connection request to exercise control for setting said radio link for said base station.

40. The method for controlling access acceptance as claimed in claim 24, wherein said second step includes

a step of transmitting, if, in case said radio control station has recognized that the current state of said wireless section is said handover accepting state, said radio control station has received, as said line connection request, a new line connection request, produced by a new call origination or a call incoming in said radio jurisdiction, from said mobile station, a control signal to said mobile station to the effect that the new line connection request received shall be refused, without exercising control for setting said radio link.

41. The method for controlling access acceptance as claimed in claim 24, wherein said second step includes:

a step of transmitting, if, in case said radio control station has recognized that the current state of said wireless section is said block state, said radio control station has received, as said line connection request, a handover connection request, produced by handover from another radio jurisdiction supervised by another base station, from said mobile station, a control signal to said mobile station to the effect that the handover connection request received shall be refused, without exercising control for setting said radio link.

42. The method for controlling access acceptance as claimed in claim 24, wherein said second step includes

a step of transmitting, if, in case said radio control station has recognized that the current state of said wireless section is said block state, said radio control station has received, as said line connection request, a new line connection request, produced by new call origination or call incoming in said radio jurisdiction, from said mobile station, a control signal to said mobile station to the effect that the new line connection request received shall be refused, without exercising control for setting said radio link.

43. The method for controlling access acceptance as claimed in claim 24, wherein said second step includes

a step of accepting, if, in case said radio control station has recognized that the current state of said wireless section is said request accepting state, said radio control station has received, as said line connection request, a handover connection request, produced by handover from another radio jurisdiction, supervised by another base station, from said mobile station, said handover connection request received to exercise control for setting said radio link for said base station.

44. The method for controlling access acceptance as claimed in claim 24, wherein said second step includes

a step of accepting, if, in case said radio control station has recognized that the current state of said wireless section is said request accepting state, said radio control station has received, as said line connection request, a new line connection request, produced by a new call origination or call incoming in said radio jurisdiction, from said mobile station, said new line connection request received to exercise control for setting said radio link for said base station.

31. A method for controlling access acceptance, carried out in a mobile communication system,

said mobile communication system comprising:

a user control station connected to a core network;

a base station connected to said user control station;

at least one mobile station connected to said core network through a communication line via said base station; and

a radio control station controlling the setting of a radio link in said base station for said mobile station;

said method comprising

a first step of said user control station monitoring whether or not said communication line is congested, and transmitting the results of monitoring to said radio control station; and

a second step of said radio control station transmitting, on receipt of a line connection request from said mobile station following the receipt from said user control station of a report indicating the congested state of said communication line, a control signal to the effect that the line connection request received shall be refused, without exercising control for setting said radio link.

32. The method for controlling access acceptance as claimed in claim 31, wherein said communication line includes a wireless section associated with a radio jurisdiction supervised by base station, and wherein

said first step includes a step of said user control station monitoring whether or not said wireless section is congested, and transmitting the results to said radio control station.

33. The method for controlling access acceptance as claimed in claim 32, wherein said first step includes:

a step of said base station measuring the downlink transmission power as the total transmission power of the downlink of said wireless section from said core network to said mobile station to send the result of measurement to said user control station; and

a step of said user control station giving a decision as to said congested state or the non-congested state based on the result of measurement supplied from said base station.

34. The method for controlling access acceptance as claimed in claim 32, wherein said first step includes

a step of said base station measuring the quantity of uplink interferences approximated by the total received transmission power of the uplink of said wireless section from said mobile station to said core network, and sending the result of measurement to said user control station;

and

a step of said user control station giving a decision as to said congested state or the non-congested state based on the result of measurement supplied from said base station.

35. The method for controlling access acceptance as claimed in claim 31, wherein

said communication line includes a wire section allocated to said base station, and wherein

said first step includes a step of said user control station monitoring whether or not said wire section is congested and sending the results of monitoring to said radio control station.

36. The method for controlling access acceptance as claimed in claim 35, wherein

said first step includes:

a step of said base station measuring the communication traffic flowing through the downlink of said wire section and sending the result of measurement to said user control station; and

a step of said user control station deciding the congested state or the non-congested state based on the result of measurement supplied from said base station.

37. The method for controlling access acceptance as claimed in claim 35, wherein there a re provided a plurality of mobile stations;

said plural mobile stations each measuring the communication traffic sent from the own station and sending the result of measurement to said user control station as the state of the communication traffic flowing through the uplink of said wire section proceeding to said core network;

said user control station synthesizing the state of the communication traffic received from each of the mobile stations, and giving a decision, based on the resulting synthesized value, as to whether or not said uplink of said wire section is congested.

38. The method for controlling access acceptance as claimed in claim 32, wherein

said first step includes:

a step of said base station finding the load for each of the uplink and the downlink of said wireless section, to send the load thus found to said user control station; and

a step of said user control station reporting to said radio control station, which of three states consisting of a request accepting state, a handover accepting state, and a block state, is the current state of said wireless section,

with the state of the values of the load on the uplink and the load on the downlink as received from said base station both being equal to or lesser than a first threshold value, being the request accepting state,

with the state of one of the value of the load on the uplink as received and the value of the load on the downlink as received being equal to or lesser than the first threshold value, with the value of the other load being larger than said first threshold value and equal to or lesser than a second threshold value larger than said first threshold value, being the handover accepting state, and

with the state of at least one of the value of the load of the uplink and the value of the load of the downlink received being larger than said second threshold value, being the block state; and

wherein

said second step includes a step of said radio control station recognizing the current state of said wireless section based on said state report received from said user control station to determine whether or not the line connection request from said mobile station is allowable.

45. A radio control station used in a mobile communication system, in which at least one mobile station is connected to a core network through a communication line via a base station, said radio control station controlling the setting of a radio link in said base station for said mobile station, and comprising:

a state indicator storage unit for receiving a state indicator, indicating which of the congested state and the non-congested state is the current state of said communication line, from an external station, and storing the state indicator received, each time state transition occurs between said congested state and the non-congested state;

a line connection request receiving unit recognizing, on receipt of a line connection request from said mobile station, the current state of said communication line, based on said state indicator, stored in said state indicator storage unit;

said line connection request receiving unit refusing the line connection request received, in case said communication line is recognized to be in a congested state;

said line connection request receiving unit allowing the line connection request received, in case said communication line is recognized to be in a non-congested state; and

a line connection request response unit transmitting, in case said line connection request receiving unit has refused the line connection request received, a control signal indicating such effect to said mobile station;

said line connection request response unit transmitting a control signal for setting said radio link to said base station in case said line connection request received is allowed.

46. The radio control station as claimed in claim 45, wherein said external station is a user control station for monitoring whether or not said base station or the communication line connected thereto is congested.

47. The radio control station as claimed in claim 45, wherein said communication line includes a wireless section associated with a radio jurisdiction supervised by said base station;

said state indicator storage unit receiving from said external unit a first state indicator indicating which of the congested state and the non-congested state is the current state of said wireless section, as said state indicator, from said external station, and storing said first state indicator received.

48. The radio control station as claimed in claim 45, wherein said communication line includes a wire section allocated to said base station;

said state indicator storage unit receiving from said external unit a second state indicator indicating which of the congested state and the non-congested state is the current state of a downlink of said wire section proceeding from said core network to said mobile station, as said state indicator, from said external station, and storing the second state indicator received.

49. The radio control station as claimed in claim 45, wherein there are a plurality of said mobile stations;

said radio control station further comprising

a communication traffic synthesis unit for receiving, from each of said mobile stations, measured results of the communication traffic sent from each mobile station as the state of the communication traffic flowing through the uplink of said wire section proceeding towards said core network;

said communication traffic synthesis unit synthesizing the state of the communication traffic received from each of said mobile stations, deciding, based on the resulting synthesized value, whether or not the uplink of said wire section is congested, and storing the results verified in said state indicator storage unit;

said line connection request receiving unit recognizing the current state of said communication line based on said state indicator stored in said state indicator storage unit and on said verified results.

50. The radio control station as claimed in claim 47, wherein said wire section is defined by three states, namely

a request accepting state in which the loads of uplink and downlinks of said wireless section are both equal to or lesser than a first threshold value,

a handover accepting state in which one of the value of the load of the uplink and the value of the load of the downlink is equal to or lesser than said first threshold value, with the other value being larger than said first threshold value and equal to or lesser than a second threshold value larger than said first threshold value, and

a block state in which at least one of the values of the loads of said uplink and downlinks is larger than said second threshold value;

said state indicator storage unit receiving, as said state indicator, a third state indicator indicating which of said three states is the current state of said wireless section, from said external station, and storing the third state indicator received;

said line connection request receiving unit recognizing the current state of said wireless section based on a third state indicator stored in said state indicator storage unit to determine whether or not the line connection request from said mobile station is allowable.

51. The radio control station as claimed in claim 50, wherein, if, in case said line connection request receiving unit has recognized that the current state of said wireless section is said handover accepting state, said line connection request receiving unit has received, from said mobile station, a handover connection request produced by handover from another radio jurisdiction supervised by another base station, as said line connection request, said line connection request receiving unit allows the received handover connection request.

52. The radio control station as claimed in claim 50, wherein, if, in case said line connection request receiving unit has recognized that the current state of said wireless section is said handover accepting state, said line connection request receiving unit has received, as said line connection request, a new line connection request, produced by a new call origination or a call incoming in said radio jurisdiction, from said mobile station, said radio control station refuses the new line connection request received.

53. The radio control station as claimed in claim 50, wherein, if, in case said line connection request receiving unit has recognized that the current state of said wireless section is said block state, said line connection request receiving unit has received, as said line connection request, a handover connection request, produced by handover from another radio jurisdiction supervised by another base station, from said mobile station, said line connection request receiving unit refuses the handover connection request received.

54. The radio control station as claimed in claim 50, wherein, if, in case said line connection request receiving unit has recognized that the current state of said wireless section is said block state, said line connection request receiving unit has received, as said line connection request, a new line connection request, produced by new call origination or call incoming in said radio jurisdiction, from said mobile station, said line connection request receiving unit refuses the new line connection request received.

55. The radio control station as claimed in claim 50, wherein, if, in case said line connection request receiving unit has recognized that the current state of said wireless section is said request accepting state, said line connection request receiving unit has received, as said line connection request, a handover connection request, produced by handover from another radio jurisdiction, supervised by another base station, from said mobile station, said line connection request receiving unit allows the handover connection request received.

56. The radio control station as claimed in claim 50, wherein, if, in case said line connection request receiving unit has recognized that the current state of said wireless section is said request accepting state, said line connection request receiving unit has received, as said line connection request, a new line connection request, produced by a new call origination or call incoming in said radio jurisdiction, from said mobile station, said line connection request receiving unit allows the new line connection request.

57. A base station, connected to a core network, in which said base station supervises at least one radio jurisdiction, and in which the setting of a radio link for a mobile station belonging to said radio jurisdiction is controlled by a radio control station, said base station comprising

a measurement unit for measuring the degree of congestion in a communication line used for connecting said mobile station to said core network;

a threshold value storage unit having stored therein a preset threshold value usable for deciding whether or not said communication line is congested; and

a state indicator generation unit for formulating a state indicator indicating which of the congested state and the non-congested state is the current state of said communication line, based on the results of comparison of said degree of congestion as obtained by said measurement unit to said preset threshold value stored in said threshold value storage unit;

said state indicator generation unit sending the state indicator generated to said radio control station.

58. The base station as claimed in claim 57, wherein

said preset threshold value comprises a first threshold value and a second threshold value smaller than said first threshold value;

wherein

if said communication line is in said non-congested state, and the degree of congestion, as measured by said measurement unit, exceeds said first threshold value, said state indicator generation unit verifies that the state of said communication line is said congested state, and produces said state indicator indicating that effect; and

wherein

if said communication line is in said congested state, and the degree of congestion, as measured by said measurement unit, is below said second threshold value, said state indicator generation unit verifies that the state of said communication line is said non-congested state, and produces said state indicator indicating that effect.

59. The base station as claimed in claim 57, wherein the degree of congestion of said communication line is the quantity of interferences in said radio jurisdiction.

60. The base station as claimed in claim 59, wherein said quantity of interferences is the downlink transmission power equivalent to the total transmission power in the downlink in said radio jurisdiction proceeding from said core network to said mobile station.

61. The base station as claimed in claim 59, wherein said quantity of interferences is the quantity of uplink interferences approximated by the total received power in the uplink in said radio jurisdiction proceeding from said mobile station to said core network.

62. The base station as claimed in claim 57, wherein the degree of congestion of said communication line is the state of the communication traffic in the downlink in the wire section between said base station and the core network, which communication traffic proceeds from said core network to said mobile station.

63. The base station as claimed in claim 59, wherein said state indicator generation unit finds the load for each of the uplink and the downlink of said wireless section in a wireless section, associated with said radio jurisdiction, based on the quantity of interferences obtained by said measurement unit;

said state indicator generation unit generates another state indicator indicating which of three states consisting of a request accepting state, a handover accepting state, and a block state, is the current state of said wireless section, with the state of the load on the uplink as found and the state of the load on the downlink as found both being equal to or lesser than a first threshold value, being the request accepting state,

with the state of one of the load on the uplink as found and the load on the downlink as found being equal to or lesser than the first threshold value, with the other load being larger than said first threshold value and equal to or lesser than a second threshold value larger than said first threshold value, being the handover accepting state, and

with the state of at least one of the load of the uplink and the load of the downlink thus found being larger than said second threshold value, being the block state, and

said state indicator generation unit sends the so generated third state indicator to said radio control station.

64. The base station as claimed in claim 62, wherein said state indicator generation unit sends the communication traffic, as obtained by said measurement unit, to said radio control station for deciding said congested state.

65. A user control station for relaying between a core network and a base station, a radio link of which for a mobile station belonging to a radio jurisdiction supervised by the base station itself is controlled by a radio control station, said user control station comprising

a threshold value storage unit having stored therein a preset threshold value for deciding whether or not the communication line, intervened by said base station, for connecting said mobile station to said core network, is congested;

and

a state indicator generation unit for receiving measured results of the degree of congestion in said communication line from said base station, for comparing the degree of congestion received to said preset threshold-value stored in said threshold value storage unit, for formulating a state indicator indicating which of the congested state and the non-congested state is the current state of said communication line, based on the results of comparison, and for sending the state indicator generated to said radio control station.

66. The user control station as claimed in claim 65, wherein said preset threshold value comprises a first threshold value and a second threshold value smaller than said first threshold value;

wherein

if said communication line is in said non-congested state, and the degree of congestion, as measured by said measurement unit, exceeds said first threshold value, said state indicator generation unit verifies that the state of said communication line is said congested state, and produces said state indicator indicating that effect; and

wherein

if said communication line is in said congested state, and the degree of congestion, as measured by said measurement unit, is below said second threshold value, said state indicator generation unit verifies that the state of said communication line is said non-congested state, and produces said state indicator indicating that effect.

67. The user control station as claimed in claim 65, wherein the degree of congestion of said communication line is the quantity of interferences in said radio jurisdiction.

68. The user control station as claimed in claim 67, wherein said quantity of interferences is the downlink transmission power equivalent to the total transmission power in the downlink in said radio jurisdiction proceeding from said core network to said mobile station.

69. The user control station as claimed in claim 67, wherein said quantity of interferences is the quantity of uplink interferences approximated by the total received power in the uplink in said radio jurisdiction proceeding from said mobile station to said core network.

70. The user control station as claimed in claim 65, wherein the degree of congestion of said communication line is the state of the communication traffic in the downlink in the wire section between said base station and the core network, which communication traffic proceeds from said core network to said mobile station.

71. The user control station as claimed in claim 67, wherein said state indicator generation unit finds the load for each of the uplink and the downlink of said wireless section, associated with said radio jurisdiction, based on the quantity of interferences obtained by said measurement unit;

said state indicator generation unit generates another state indicator indicating which of three states consisting of a request accepting state, a handover accepting state, and a block state, is the current state of said wireless section, with the state of the load on the uplink as found and the state of the load on the downlink as found both being equal to or lesser than a first threshold value, being the request accepting state,

with the state of one of the load on the uplink as found and the load on the downlink as found being equal to or lesser than the first threshold value, with the other load being larger than said first threshold value and equal to or lesser than a second threshold value larger than said first threshold value, being the handover accepting state, and

with the state of at least one of the load of the uplink thus found and the load of the downlink thus found being larger than said second threshold value, being the block state; and

said state indicator generation unit sends the so generated another state indicator to said radio control station.

72. The user control station as claimed in claim 70, wherein a plurality of said mobile stations belong to said radio jurisdiction;

said user control station further comprising

a communication traffic synthesis unit for receiving, from each of said mobile stations, measured results of the communication traffic sent from each mobile station as the state of the communication traffic flowing through the uplink of said wire section proceeding towards said core network;

said communication traffic synthesis unit synthesizing the state of the communication traffic received from each of said mobile stations, deciding, based on the resulting synthesized value, whether or not the uplink of said wire section is congested, based on the resulting synthesized value, and sending the results verified to said radio control station.

73. A radio control station connected to at least a base station, receiving a line connection request from a mobile station and controlling the setting of a radio link in said base station responsive to said line connection request, said radio control station comprising:

means for receiving the results of the state of a communication line supervised by said base station; and

control means for exercising control so that the effect of refusal of line connection is notified to said mobile station, if, based on the results of monitoring of the state of said communication line, said communication line is in a congested state, responsive to a line connection request received from said mobile station, without transmitting the information for setting the radio link to said base station.
