1. A transmitting element in flowing fluid comprising:
- a. a pulser comprising i. a chamber;
ii. a driver piston in the chamber;
iii. a poppet coupled to and driven by the driver piston; and
iv. an orifice adjacent the poppet; and
b. a bistable valve between the chamber and an outlet port, the bistable valve comprising;
i. a sense element sensing the pressure within the chamber; and
ii. a toggle mechanism determining a first position for the bistable valve at a lower pressure within the chamber and a second position for the bistable valve at a higher pressure within the chamber.

Abstract
An oscillating valve driven by the pressure in a mud pulser develops a pressure variation in the mud pulse signal that is at a frequency that is different than the frequencies of the mud system. The oscillating valve is coupled to or integral with the pulse drive cylinder, whether the drive means for operation of the pulser is upstream or downstream from the orifice. A bistable valve improves performance of the transmitting element at low flow rates by providing a toggle mechanism which assures positive seating of the bistable valve.
