An IP transfer network including plural access control apparatus and one or more domain name server, wherein said access control apparatus include plural logical terminals, plural external terminals are connected to said logical terminals, an access control apparatus 1 and an access control apparatus 2 respectively include a logical terminal 1 and a logical terminal 2, a terminal 1 and a terminal 2 are respectively connected to said logical terminal 1 and said logical terminal 2 via a communication line 1 and a communication line 2, a telephone number of said terminal 2 is TN2 and an ICS user address is AD2, in a communication between said terminal 1 and said terminal 2, wherein when said IP transfer network received an ICS user frame including a telephone number of said terminal 2 sent from said terminal 1, said IP transfer network receives an ICS user address of said terminal 2 by presenting said telephone number TN2 to said domain name server and defines a communication path 12 between said logical terminal 1 and said logical terminal 2, an ICS user address AD2 of said terminal 2 corresponding to said telephone number TN2 is replied to said terminal 1, when an ICS user frame 1 including a digital voice is sent from said terminal 1 to said communication line 1 as a destination being said ICS user address AD2, an ICS network frame 1 including a logical terminal discriminating information and said ICS user frame 1 is formed from said ICS user frame 1 receiving via said logical terminal 1 based on said ICS user address AD2 in said ICS user frame 1 and said logical terminal 1, and said ICS network frame 1 is transferred to said logical terminal 2 via said communication path 12, said ICS user frame 1 is restored from said ICS network frame 1 at said logical terminal 2 and said restored ICS user frame 1 is sent to said terminal 2 via said communication line 2, and said communication path 12 in which said digital voice is transferred to said terminal 2 is defined based on said telephone number TN2 of said terminal 2 and said logical terminal

Abstract
To provide an integrated information communication system without using dedicated lines or the Internet, ensuring communication speed, communication quality, communication trouble countermeasures in a unified manner, wherein security and reliability in communication is ensured. The system is comprised of an access control apparatus for connecting a plurality of computer communication networks or information communication equipment to each, and a relay device for networking the aforementioned access control apparatus, the system having functions for performing routing by transferring information by a unified address system, and is configured such that the aforementioned plurality of computer communication networks or information communication equipment can perform communications in an interactive manner.
