- a processor; and
a memory with instructions stored therein which are accessible and processable by said processor to facilitate the following steps;
receiving a signal which indicates that a VCC capable User Equipment (UE) is attempting to place an emergency call while located in an Internet Protocol Multimedia Subsystem (IMS) network; and
initiating a call request towards an Emergency-Call Session Control Function (E-CSCF) located in the IMS network where the call request takes part in establishing the emergency call between the UE and a Public Safety Access Point (PSAP).

Abstract
An enhanced Voice Call Continuity (VCC) application server and a method are described herein that: (1) assists in establishing an emergency call between a VCC capable User Equipment (UE) (which is located within an IMS network) and a Public Safety Access Point (PSAP); (2) assists in transitioning the emergency call from an IMS domain to a CS domain so the emergency call can be continued when the UE roams from the IMS network to a Circuit Switched (CS) network; and (3) assists the PSAP to call back the UE if the emergency call is dropped while the US is located in the CS network.
