- (a) 5 to 95 weight percent of a polymer A formed from a mixture of monomers comprising at least one first monomer which is an ethylenically unsaturated ionic monomer and at least one second monomer that is an ethylenically unsaturated hydrophobic monomer capable of forming a homopolymer with a glass transition temperature between −
40 and 50°
C.;
(b) 5 to 95 weight percent of a polymer B formed from a mixture of monomers comprising at least one first monomer which is an ethylenically unsaturated ionic monomer and at least one second monomer that is an ethylenically unsaturated hydrophobic monomer capable of forming a homopolymer with a glass transition temperature greater than 50°
C., within which are distributed polymeric secondary particles formed from one or more ethylenically unsaturated hydrophobic monomers which are the same or different from those in polymer A.
