1. An organic electroluminescent device with a plurality of light emitting portions on a substrate, wherein the light emitting portion comprises:

a light emitting layer interposed between the electrodes; and
a transition metal oxide layer disposed between at least one of the electrodes and the light emitting layer,wherein the transition metal oxide layer is formed over the plurality of light emitting portions.
