1. A method for allocating bandwidth to ports in a computer network, comprising:

  • generating a default global parameter template having a first set of control parameters that indicate a first desired allocation of bandwidth for queues associated with each port of a plurality of ports in the network;

    updating a plurality of bandwidth allocation and tracking tables associated with the plurality of ports, based on the default global parameter template, each bandwidth allocation and tracking table of the plurality of bandwidth allocation and tracking tables indicating the bandwidth for queues associated with a port of the plurality of ports;

    generating a first global parameter template having a second set of control parameters that indicate a second desired allocation of bandwidth for queues associated with a first subset of the plurality of ports that support a predetermined type of routing service; and

    updating a first subset of the plurality of bandwidth allocation and tracking tables associated with the first subset of the plurality of ports, based on the first global parameter template.
