1. A mobile communication terminal presence and locating system, comprising:

  • at least one mobile communication terminal, at least one receiving station, and an information processing server, said mobile communication terminal comprising a transmitter and a SIM card, including a SIM processor, said receiving station being arranged for receiving and decoding a signal transmitted by said transmitter and forwarding information based on said received and decoded signal to the information processing server, characterized in that said transmitter is a low power, low duty cycle RF transmitter included in the SIM card, the transmitter being arranged for broadcasting a user ID at intervals, said SIM processor is arranged for communicating with the transmitter and for controlling the transmitter'"'"'s transmission content, timing and duration, said receiving station is further arranged for forwarding physical signal information to the information processing server, and said information processing server is arranged for receiving said physical signal information from said receiving station, deriving presence or location information from said physical signal information, and pushing information to said mobile communication terminal via a cellular network, the information being based on said presence or location information.
