- encasing at least one conducting element within a protective sheath;
disposing a damping element about the at least one conducting element, wherein the damping element is fixedly secured to the at least one conducting element for inhibiting relative movement between the conducting element and a conduit; and
positioning the at least one conducting element concentrically within the conduit to define a gap between the at least one conducting element and the conduit.
