a. providing an amount of water;

c. generating a mixture of said amount of diacetone alcohol and said amount of water, wherein said amount of diacetone alcohol is between about 6 percent and about 90 percent volume to volume;
d. applying said mixture of diacetone alcohol and said amount of water to said population of microorganisms; and
