1. An electrical output device having a load and no-load mode comprising:
- a voltage converter;
a current monitoring relay device (AR);
a latching relay device (BR);
a changeover relay device (CR);
wherein BR allows low voltage output from T to flow to CR only in the load mode;
wherein CR allows high voltage input to flow to AR only in the load mode; and
wherein AR causes BR to reset after load is removed from the device.
