1. An apparatus for allocating a resource, the apparatus comprising:
- a discriminating unit that discriminates each of a plurality of application programs into one of an active application program or an inactive application program;
a bid-price calculating unit that calculates a bid price indicating a virtual price of a resource in a bidding to be a value at which the resource is to be preferentially allocated to the active application program rather than the inactive application program; and
a bidding management unit that allocates the resource to each of the application programs based on the bid price calculated by the bid-price calculating unit.

Abstract
In an apparatus for resource management, a resource bidding unit calculates a bid price indicating a virtual price of a resource for each of application programs to consume or supply within a predetermined unit-time, and makes a bidding by inputting the calculated bid price. A bidding management unit allocates a resource per unit-time to each of the application programs based on the bid price input by the resource bidding unit. Moreover, the resource bidding unit determines a state of an application program whether active or inactive, and calculates the bid price to allocate the resource preferentially to an active application program rather than an inactive application program.

A computer program product having a computer readable medium including programmed instructions for determining allocation of a resource for each of a plurality of application programs to consume or supply within a predetermined unit-time based on a bidding, wherein the instructions, when executed by a computer, cause the computer to perform:

discriminating between an active application program and an inactive application program among the application programs; calculating a bid price indicating a virtual price of the resource in the bidding to be a value at which the resource is to be preferentially allocated to the active application program rather than the inactive application program; and allocating the resource to each of the application programs based on the bid price calculated in the calculating.
